Introduction

 

In 2000, Kazakhstan has ratified the Aarhus convention on access to information, public participation in decision-making and access to justice in environmental matters[1] (hereinafter – the Convention). A fundamental component of realization of obligations to implement the provisions of the Convention is access to environmental information, as well as its collection and dissemination. A tool to provide the population with accessible and relevant information about the current environmental situation in the country and, most importantly, in their region of residence is the approval of the Rules for maintaining the State Pollutant Release and Transfer Register (hereinafter – PRTR) on June 10, 2016 No. 241. According to the Protocol on pollutant release and transfer registers, the introduction of PRTR will help to improve key environmental indicators by identifying pollution trends across regions and the country as a whole. It will also help industry improve its pollutant management system. But the main component of PRTR remains the transparency, accessibility and relevance of information on the main polluters in the regions.

Thus, in 2016, a joint project of the UNITAR (United Nations Institute for Training and Research) and the RSE “Information and Analytical Center for Environmental Protection” of the Ministry of Energy of the Republic of Kazakhstan (hereinafter – RSE “IAC”) “Global project on the implementation of PRTR as a tool for POPs reporting, dissemination and awareness-raising for the Republic of Kazakhstan” is launched.

To achieve and implement the main objectives and goals of the project, including ensuring public access to information on emissions and transfer of pollutants and waste, as well as reducing and preventing environmental degradation from pollution, the National Strategy (plan) of public access to environmental information and PRTR  (hereinafter – the Strategy) was developed and approved.

This Strategy is needed to regulate the dissemination of information on the implementation of the PRTR in Kazakhstan, as well as to establish qualitative and quantitative indicators for evaluating the work being done. The strategy contains 5 main parts. The first part reflects the analysis of the environment for providing access to information on PRTR. Thus, the main sources of information on the Republic were identified: television, radio, Internet, print publications, and dialogues in different audiences.

In the second part, specific forms of providing information in the form of various events, publications and speeches were written and identified. The third part covered the involvement of population and the public in the decision-making process on the implementation of the Strategy in the form of discussions, etc. The fourth part indicates the expected results at the end of the implementation of the Strategy.

The activity on the development and implementation of the Strategy is carried out by the Public Foundation “Center “Cooperation for Sustainable Development” with the support of the RSE “IAC”.

This report is a report on the implementation of the Strategy and includes data from the report on the final assessment of the Strategy, information on the intermediate results of the Strategy’s implementation, analysis of the effectiveness and efficiency of the Strategy, as well as recommendations for improving the Strategy tools.

 

  1. Development and approval of the National Strategy for Public Access to Environmental Information and PRTR

 

In the course of developing the Strategy for public access to environmental information and PRTRs, work was carried out to identify key target audiences for an awareness campaign. Thus, the economically active population of Kazakhstan is defined. According to the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan for 2015 the economically active population (aged 15 years and older) is 9 074,9 thousand people, the economically inactive population is 3 680,1 thousand people.

The analysis revealed that the main sources of information for the public are television, radio, the Internet, family discussions, as well as conversations with relatives and friends.

The Internet, radio and social networks as a means of obtaining information are more popular among the urban population, while television and newspapers are more attractive to the rural population. Inactive use of the Internet by rural residents is associated either with the lack of Internet in rural areas or high prices for Internet services for rural residents.

 

In this regard, in the Strategy it is planned awareness activities in Internet resources, television, newspapers and magazines.

 

During the development of the Strategy, the results of previous PRTR projects implemented in Kazakhstan were examined. In particular, the results of the joint project of the MEP RK and OSCE “Strengthening public participation in the Aarhus process and promoting the compilation of the Pollutant Release and Transfer Register (PRTR)”, the joint project of the Analytical Environmental Agency “Greenwomen” and the Chemical Safety Program of the Center “Eco-Accord” “Future without toxic substances!”, the State Social Order of the MEWR RK with participation of the Center for Sustainable Production and Consumption “Compilation of Ecological and Energy Ratings of Kazakhstan Enterprises” and so on.

The first draft of the Strategy was developed in June 2017 and presented at a working meeting on June 28, 2017 (Astana). A working meeting on the discussion of the draft National strategy (plan) for public access to environmental information and PRTR was held in Astana in the conference hall of RSE “Kazgidromet” at Mangilik El Avenue 11/1.

The working meeting was attended by more than 50 people representing various target groups: industrial enterprises, waste management enterprises, government agencies, design organizations, environmental non-governmental organizations, Aarhus centers and universities.

 

At the meeting also a draft Strategy was presented for discussing and incorporating opinions on its improvement. The participants supported the strengthening public activity and informing residents about the environmental situation and conducting a large-scale public awareness campaign on PRTR. Many participants noted that the public can use PRTR data to familiarize with the environmental situation in specific localities and to assess the environmental performance of enterprises, sectors of the economy or government bodies. During the meeting, recommendations were received, which were taken into account when further developing the draft Strategy.

 

In order to broader discussion of the draft Strategy, the Center has carried out the following work:

– the draft Strategy has been sent to the participants of the meeting held on June 28, 2017;

– the draft Strategy has been posted on the Center’s website (http://csd-center.kz/news/1186.html);

– publication with the draft Strategy was made on the Center’s page on Facebook social networking site (https://www.facebook.com/csd.center);

– the draft Strategy has been sent to representatives of the regional Aarhus Centers.

During the discussion, several comments were received from representatives of the Aarhus Centers which do not need to be included in the Strategy, as its are foreseen during the project implementation (online instructions on the PRTR site for users and the enterprises posting reports themselves).

After finalizing the draft Strategy, RSE IAC sent the draft Strategy for approval to the Project Steering Committee of the Global Project for the implementation of the Pollutant release and transfer register as a tool for persistent organic pollutants reporting dissemination and awareness raising in the Republic of Kazakhstan (hereinafter referred to as the PSC).

Proposals for finalizing the Strategy were received from representatives of the PSC, which were also taken into account when finalizing the Strategy.

The finalized draft Strategy was agreed upon with UNITAR representatives. A number of important observations and proposals were made, which were taken into account when forming the final version of the Strategy.

The final version of the Strategy was approved by UNITAR on November 28, 2017.

 

For the effectiveness of the information campaign in the framework of the implementation of the Strategy, the following forms of information provision were provided:

– placement of environmental information and news about the PRTR on the PRTR web portal (http://prtr.ecogosfond.kz/), located on domain of RSE “IAC EP”;

– creation of accounts in social networks “Facebook”, “VKontakte” and “Twitter”, constant updating of information in social networks;

highlighting of environmental issues on television, radio, in newspapers (speech on the Atameken Business Channel, publications in “Kazakhstanskaya Pravda”, “Yegemen Kazakhstan”, “Ecology of Kazakhstan” newspapers);

– preparation of informational materials, articles for publication in popular science journals, journals (corporate publications of natural resource users);

– publications in the monthly newspaper “Ecology of Kazakhstan”;

– regular distribution of environmental news and relevant information to representatives of business, NGOs, public organizations and the media through mailings and press releases;

– regular distribution of information through the Departments of ecology (for natural resources users) and accredited associations of private entrepreneurship entities;

– cooperation with the press services of nature resources users;

– conducting a survey among stakeholders to assess the effectiveness of the campaign;

– informing the population in the framework of other international projects on the “green” economy;

– production of presentation materials, brochures on PRTR issues;

– posting guidelines, leaflets, recommendations on ensuring public access to justice in environmental matters on the PRTR website.

A detailed list of activities, their deadlines and the form of completion are included in the action plan for the implementation of the Strategy. Events are grouped in the following areas:

  • informational space;
  • publications;
  • media;
  • informational brochures;
  • workshops, conferences.

Terms of implementation of the Strategy implementation: July 2017 to February 2019. The total duration of the Strategy is 20 months.

The work done on the implementation of the Strategy from the time of its development to December 2018 (12 months) is presented in Section 2 of this report.

 

  1. Work carried out on the implementation of the National Strategy for Public Access to Environmental Information and PRTRs

 

At the moment, work on the implementation of paragraphs 1-19 of the action plan within the framework of the implementation of the Strategy is actively and systematically carried out. The Strategy Plan includes 5 areas: informational space, publications, media, informational brochures and workshops, conferences. Further, detailed information will be provided on successes in the implementation of the planned activities for each sector.

 

2.1 Informational space

 

Informational space for the dissemination of information on the implementation of the State PRTR in Kazakhstan was identified in the Strategy. This direction includes:

  • preparation of informational press releases on events and other informational events;
  • placement of press releases on official websites of the Ministry of Energy, RSE “IAC”, on the websites of NGOs;
  • filling the site with relevant information on the implementation of the project through the PRTR website and social media accounts;
  • placement of the banner of the official PRTR website on the websites of regional and city akimats, ME RK.

In the Strategy plan it is provided for the publication of 42 press releases. The Center regularly prepares press releases. As of December 2018, the list of publications includes 22 press releases. Its are sent to the RSE “IAC” for placement on the website and social networking pages. Table 1 presents a list of press releases prepared and published later on the websites of the RSE “IAC”, the Center and social networking pages. Until February 2019, it is planned to publish 20 press releases. The Center has developed topics for upcoming press releases.

The approximate number of visitors to the Centre’s site for the year is over 30,000, views over 115,000.

In the framework of the Strategy implementation, the Center together with RSE “IAC” carried out work on filling the site http://prtr.ecogosfond.kz/  with relevant and useful information on PRTR. In particular, the international experience of the PRTR implementation was presented, the system for placing users’ reports for 2013–2017 was finalized, draft guidance documents prepared under the Project were posted, as well as press releases, world news regarding the implementation of PRTRs and materials of workshops and events held within the project.

In social networks, Facebook, Twitter and VK (https://www.facebook.com/prtr2016/?fref=ts,https://vk.com/public149303961, https://twitter.com/Prtr2016?lang=ru) official PRTR pages were created. Photo materials, press releases, news and articles in Kazakh and Russian are published. As a rule, the main audience in these groups are representatives of public associations and non-governmental organizations whose activities are related to the sphere of environmental protection, as well as representatives of the authorized state body – the Ministry of Energy. In the course of events, as well as meetings, representatives of the Project on an ongoing basis provide information about these pages. Currently, a constant number of subscribers is approximately 100 people.

The Project’s team carried out work on placing the banner of the site http://prtr.ecogosfond.kz/ on the websites of local executive bodies. At the end of March 2018, banners were placed on the following official websites of regional Managements of nature resources and Akimats (Table 2).

2.2 Publications

 

As part of the implementation of the Strategy, work is actively being carried out on the preparation and publication of articles in various Kazakhstani editions.

During the preparation of the Strategy, print media were identified, which, first of all, have a large distribution area throughout the country and a corresponding circulation, and also have a sufficient degree of public confidence. Such editions as “Yegemen Kazakhstan” and “Kazakhstanskaya Pravda” are suitable for such criteria. As practice shows, exactly these editions are popular with many regional government organizations and various categories of the population. Publication in these editions allowed to cover more than 200 000 thousand readers. The main goal in the preparation of articles for these editions is to tell in the accessible style (not loaded with professional terminology) about what PRTR is and what its benefits are for the public.

The newspaper “Ecology of Kazakhstan” is one of the permanent (quarterly) printed sources of public information, and most importantly, of the environmental community (authorized state body, international and non-governmental organizations, academic environment). This edition is produced by RSE “IAC EP” with the support of the Ministry of Energy of the RK, that allows in more detail in each issue of the edition to inform the audience about the measures taken by the government in the field of PRTR and the Project being implemented. The audience of the edition allows to use special terminology, to give statistical data, analyzes, etc. The newspaper is published with material in the Kazakh and Russian languages, distributed free of charge in public service centers, government bodies (including all territorial departments of ecology), and is also distributed at all workshops held by RSE “IAC EP”.

For informational work with nature users, the edition issued by the Kazakhstan Business Council for Sustainable Development (KBCSD) was selected – the journal “Ecology and Industry of Kazakhstan”.

According to the Strategy, until February 2019, 13 articles are planned to be published, 10 of which have already been published.

 

2.3 Media

 

On April 25, 2018 a video “Mercury in the environment” was published on youtube-portal of Khabar 24 which covered issues of mercury getting into human organisms, the importance of maintaining PRTR, as everyone has the right to monitor the environmental situation in the country and region of residence. Also, the video highlights the workshop “Emissions of pollutants and mercury into environment: methods for determination, inventory and inclusion in the pollutant release and transfer register of the Republic of Kazakhstan” on April 11 this year. Currently, negotiations are underway and a proposal has been sent to highlight PRTR in the news or in the form of a video to the emails of the following radio stations: Radio NS, Avtoradio, Hit TV.

Until February 25, 2019, an interview with the National Coordinator of the project is planned, where issues of implementing the PRTR system in Kazakhstan, legislation on PRTR and other issues were discussed.

 

2.4 Informational brochures

 

In January 2018, an informational bulletin was prepared in 2 formats, which is intended for distribution to students and teachers of universities, representatives of NGOs, government bodies, and users of natural resources (Picture 1).

In September 2018, a second informational bulletin was also prepared, containing introductory information about PRTR, presented in an accessible and simple language (Picture 2).

In October 2018, a third bulletin was prepared describing how the PRTR works in Kazakhstan. The bulletin (Picture 3) was distributed in social networks, on NGOs web pages, in the Innovative Eurasian University in Pavlodar, as well as among the participants of the workshops “Pollutants and mercury emissions to environment: methods for determination, inventory and inclusion in the State pollutant release and  transfer register of the Republic of Kazakhstan” in Pavlodar and Aktobe cities.

  1. In November 2018, the fourth bulletin was prepared (Picture 4), where four methods for estimating pollutant emissions were described. The data for the brochure was taken from the training video modules of UNITAR, which have not yet been translated into Russian. The bilingual brochure was published on the official PRTR Facebook page.

In order to increase the capacity of environmental users on PRTRs, information on PRTR is sent to accredited private entrepreneurship subjects of the Ministry of Energy of RK, which are an informational bridge between government agencies and environmental users for further distribution to press services offices of the nature resource users.

The project’s team maintains cooperation with other international projects on chemical safety, environmental risks, emission monitoring, green economy, climate change, etc. In particular, in order to involve and inform as many interested parties as possible, the Project cooperates with the Government of Kazakhstan and UNDP project “Initial Assessment of Kazakhstan under the Minamata Convention”, as well as with the project of the International Network on the elimination of persistent organic pollutants “Assessment of the Mercury Pollution Situation in Kazakhstan”.

Also the possibility of involving several NGOs in an information campaign and the distribution of brochures and information materials on PRTRs through their social networks is currently under discussion.

 

2.5 Workshops, conferences

 

In order to increase the capacity of stakeholders and public awareness about the implementation of the PRTR in Kazakhstan, the project’s team conducted a series of workshops:

– October 30, 2017, Astana, workshop “International experience and current Kazakhstan practice of implementing the Pollutant release and transfer register”;

More than 300 people attended the event. In order to inform the public on PRTR issues, representatives of NGOs and the media were invited to the workshop.

In addition to conducting thematic workshops on PRTRs, work is underway to disseminate information about the PRTRs and implementation of the project among the participants of training seminars conducted by the Center and RSE “IAC” on environmental issues. These seminars are held regularly for representatives of industrial enterprises, state bodies and other interested parties, and the materials contain brief information about the implementation of PRTR in Kazakhstan and the project being implemented.

This work allowed to cover 148 and 48 (data of RSE “IAC” and the Center) representatives of various stakeholders, including NGOs.

From February 20 to 23, 2018 in Astana, the Center “Cooperation for Sustainable Development” organized and conducted a seminar on the topic: “Review of the introduced and planned changes to the environmental legislation of the RK. Issues and practical recommendations for achieving compliance”. The workshop was organized with the aim to raise awareness of nature users in improving the environmental legislation of the RK.

According to the program, the topic “Introduction and reporting on the Pollutant release and transfer register of the RK” was considered. The purpose of the presentation is to increase the awareness of specialists in the field of pollutant release and transfer. Participants were familiarized with the goals and objectives of the Protocol and its promotion in Kazakhstan; with the main requirements of the environmental legislation of RK and implementation work; Rules of maintaining; Reporting requirements for the Protocol and forms for filling in information on pollutants. In conclusion, the expert focused on the positive effects of the use of PRTR in Kazakhstan. This presentation aroused great interest among the audience, as many people heard about the PRTR for the first time.

On March 14-16, 2018, in Almaty, the Center “Cooperation for Sustainable Development” held a workshop on “Environmental documentation ensuring environmental safety in the enterprise: reporting and payments for emissions. Industrial environmental control and state supervision. Practical recommendations”. The workshop covered the relevant topic “Introduction and reporting on the pollutant release and transfer register of the Republic of Kazakhstan (documentation, deadlines, what substances to be included in reporting), the main purpose of which was to explain to nature users the rules for reporting on PRTRs.

On May 22-25, 2018, a workshop was held on “Changes in legislation in the field of waste management. Current situation, actual problems. Modern solutions, new technologies for utilization and recycling of wastes”, organized by the Center “Cooperation for Sustainable Development”. At this workshop, the topic “Reporting in the field of waste management. Introduction and reporting on the pollutant release and transfer register of RK in the field of waste (documentation, deadlines, substances to be included in the reporting) ” was considered. The topic was very relevant and interesting, since the field of waste management in Kazakhstan is very important.

A series of workshops “Emissions of pollutants and mercury into environment: methods for determination, inventory and inclusion in the Pollutant release and transfer register of the Republic of Kazakhstan” in Astana, Pavlodar and Aktobe covered such issues as:

– “Maintaining a state pollutant release and transfer register (PRTR) in Kazakhstan”;

– “Estimation of emissions of persistent organic pollutants into environment”;

– “Emissions of mercury and other heavy metals into environment.”

In the framework of cooperation with universities on March 1, 2018, a meeting was held with teachers and students of the specialty “Ecology” of the Faculty of Natural Sciences of the Eurasian National University named after L. Gumilyov.

During the meeting, information was presented about the history of the creation of PRTR, the international experience of its implementation and the steps taken by Kazakhstan in this direction, as well as the project being implemented. A presentation was made by Balabaeva Altyn, Director of the Department of the State Fund for Environmental Information of RSE “Information and Analytical Center for Environmental Protection” of the Ministry of Energy of RK.

An agreement was reached with the heads of the faculty on the development of further cooperation of the project’s team and participation in the upcoming faculty events.

 

  1. Analysis of implementation of the National Strategy for Public Access to Environmental Information and PRTR

 

3.1 Surveys of stakeholders to evaluate the effectiveness of an informational campaign

 

As part of the implementation of the strategy plan, an online survey process was launched on the Survey Monkey server to assess the knowledge of the population of the Republic of Kazakhstan on PRTR https://ru.surveymonkey.com/r/TSRFVSL  and on the Google platform at https://goo.gl/forms / 7AQ6YAQcroNN2jpo2, in addition, they were distributed in print at conferences, seminars, lectures. At the time of the preparation of this report, over 2,000 responses have been received.

 

 

Almost half of the respondents (49%) heard a little about what is a Pollutant release and transfer register. 36% of respondents have never heard of PRTR and 15% are well aware of PRTR and its meaning.

 

54% of respondents are interested in receiving information about harmful emissions from industrial enterprises, for 42% it would be useful to know about it. The smallest part of the respondents – 4%, answered that they are not interested in this topic.

 

For the majority of respondents (62%) it is more convenient to receive information via social networks, 28% of respondents would use a special Internet site. 5% of respondents expressed a desire to receive information through newspapers and magazines and the remaining 5% indicated that they want to receive information via address mail, through radio and TV.

 

 

Most of the respondents (55%) of the young age – 25-44 years old, 28% of adolescents (18-25 years old), 10% of the average age – 44-60 years old and the smallest part of the respondents (7%) are elderly – 60-75 years old.

 

The majority of respondents answered that the creation of a public register of harmful emissions of enterprises is very important for Kazakhstan. 7% of respondents did not know how to answer this question and 4% did not see the point.

Also, to conduct a survey of interested parties, a questionnaire was prepared to assess the effectiveness of the campaign. The survey form is used for surveys at events held within the framework of the project.

During the meeting with students and teachers of ENU, a survey of students was conducted on the initial knowledge of the Aarhus Convention and PRTR, which showed the interest of the respondents in obtaining further information about the project and the GPRTR.

19 people took part in the survey. In the survey, participants had to evaluate their knowledge of PRTR before and after the informational campaign, on a scale from 1 to 5, where 1-  did not know anything, 5-  knew well and understood what it was and why.

The average assessment of knowledge before the campaign amounted to – 1.2 points, after – 3.2. Following the meeting, students noted the need for its implementation and use of information in the future.

The results of survey show the effectiveness of the campaign, but even demonstrate the need to continue the information campaign through social networks, media, meetings and workshops.

Today, new questionnaire forms for conducting a new survey in January 2019 are at the development stage. As part of the implementation of the Strategy, online-polls and surveys among the population will be conducted through printed questionnaire forms. Based on the results of the new collected data, a comparative analysis of the obtained results will be conducted.

 

3.2 Conclusions and recommendations for the further implementation of the Strategy

 

Realization of the action plan of the Strategy is an important and key element to increase public awareness of the current environmental situation in the country. For 1 year, a lot of work has been done to inform the population and target groups about PRTR and its importance. The beneficiaries of the project are all involved target groups and their social circles, visitors to websites with published press releases, booklets, news, etc., as well as visitors to workshops and participants in round tables and conferences covering the introduction of the State PRTR in Kazakhstan.

According to the results of comparison of indicators for September 2018 and January 2019, there is a positive trend in all indicators: the number of views and the number of subscribers in social networks, as well as in the results of the survey. This allows to conclude that with the systematic implementation of the actions outlined in the Strategy, the level of public awareness will increase, which will lead, firstly, to the achievement of the main objectives of the Strategy, secondly, to a possible reduction in pollutant emissions, since enterprises will not benefit from being among the main polluters.

An analysis of the realization of the Strategy shows that the measures provided for by the Strategy have been implemented, practically, in full measure (Appendix 1 to this report). Minor deviations from the plan are caused by reasons beyond the control of the project’s team (cancellation of events planned by partners, delay in issuing publications, etc.).

Considering, that the PRTR is a new tool for Kazakhstan, most industrial enterprises and government bodies are poorly informed about its goals and objectives. The practice of implementing the Strategy’s measures emphasizes the need for awareness-raising activities among all the parties involved in PRTR: government agencies, industrial enterprises, NGOs and the population of the Republic of Kazakhstan.

During the interaction with enterprises, it became clear that nature resource users are ready to provide information on PRTR, since, primarily by increasing the pace of introducing clean technologies and cleaner production methods, PRTR helps to improve connections at the territorial level, improve the quality of products or services, and accordingly competitiveness, gaining new markets and ultimately improving the financial stability of an enterprise. However, it is necessary to increase the potential of industrial employees in order to obtain complete and reliable data on PRTR.

Taking into account that the PRTR is, first of all, a tool for the public in obtaining environmental information, it is also necessary to continue the work on informing residents of Kazakhstan, as well as the academic environment and non-governmental organizations.

In addition, in order to make the public more interested in actively using the PRTR website, it is necessary to continue working fruitfully to improve the website’s interface and social media pages.
